Mikhail Mishuustin: Good afternoon, colleagues.
The president has established the goal to modernize the infrastructure of at least 75 airports in Russia by 2030. As we inaugurate this new terminal today, we will analyze more closely the progress that is being achieved to achieve this goal.
Modern, well equipped and accessible airports are essential to improve the connectivity of our fixed country, make air trips more available to citizens and boost the economic development of Russia’s regions. Last year he saw the completion of the track updates in Kemerovo and Tomsk, the opening of seven new airport terminals and, since the beginning of this year, three more terminals have been released in Novokuzznetsk, Tyumen and Petropavlovlovkkamchatsky.
The government puts special emphasis on this area. Duration above, I personally observed the progress of construction at Magadan airport and reviewed the development plans in Khabarovsk, Novosibirsk and Gorno-Altaisk.
We have just inspected the new terminal at the International Airport in Mineralnye Vody. Soon it will begin to welcome passengers, offering a modern level of comfort for both local residents and visitors in the region. This is especially important since, in recent years, passenger traffic in this airport has almost tripled.
Domestic tourism is increasing, and more people are choosing the northern Caucasus as a holiday destination. Mineralnye Vody, along with nearby cities such as Pyaterigorsk, Yesentuki and Kislovodsk, have been popular for a long time among travelers. It is essential that we continually improve the convenience and accessibility of such key tourist destinations.
The work is also happening in other Russian regions, especially under the efficient transport system of the national project. It includes a separate federal project: the development of a basic aerodromes network. It is intended to build and renew aerodromes throughout the country. The necessary funds for its implementation have been allocated in the federal budget, including 250 billion rubles, which have also been assigned for such purposes for presidential instruction.
The Air Transport Infrastructure Development Fund has been established to carry out important repairs. His task is to take more than 50 airfields in the country to Standard in six years.
There are also plans to expand existing ports, which is necessary, among other things, due to the growing tourist, economic and investment attraction of the regions.
The tasks we face are very large on scale. Without a doubt, private businesses should be attracted to their solution. Entrepreneurs will be profitable to invest in high -tech and defendant initiatives.
The terminal where we celebrated our meeting was also built mainly with extra-budgetal funds, sources and financial support of VEB.RF using the project financing factory mechanism.
This is an example of an attitude responsible for entrepreneurs for the development of the country. And I hope we see more examples of this type.
Dear colleagues, I want to get your attention to another important circumstance. It is with airports that travelers begin to become familiar with the city, the region and the country they are visiting. And when people meet our country, of course, everything will begin with modern and comfortable airports.
It is important that they are modern complexes with convenient services, logistics, comfortable rooms and opportunities to get luggage quickly. All this should take into account the tasks in the design of such facilities, which, by the way, have been carried out, as an example, Lord, in this complex.

In the aviation sector, our main reference point until 2030, the objective established by the presidential executive order: to increase the population’s air mobility by 50 percent. In 2024, Russian airlines transported 111.7 million passengers, marking a 6 percent increase compared to the previous year. In particular, international air traffic grew by 20 percent.
The policy of subsidizing national air trips also continued in 2024, with more than 5.3 million passengers benefit from this support.
As part of the two existing subsidy programs for the Federal District of the Northern Caucasus, 864 million rubles were assigned in 2024. More than 470,000 passengers used these programs, with 10 airlines operating flights on 53 routes.
The budget for 2025 allocates 707 million rubles to continue these subsidies for the Federal District of North of Caucasus. The plan is to transport at least 327,000 passengers under the program next year.
The figures presented clearly demonstrate that our citizens are actively traveling, as noted in their opening comments, and that airlines effectively satisfy the growing demand for air transport.
Currently, there are 225 operational airfields in Russia, and this number is expected to increase to 242 by 2030. At the same time, 131 airfields require new constructions, reconstruction or important renewals.
Using resources from the Infrastructure Development Fund, established last year by presidential instructions, important repairs are planned for at least 53 airfields by 2030, as it also stood out in their opening comments. To date, the Fund has received 6,600 million rubles, and the Federal Air Transport Agency has already initiated the development of the necessary design documentation.

In line with the implementation of the president’s speech to the Federal Assembly, the Plan until 2030 includes the modernization of the infrastructure of the 75 airport non -ferwer aerodrome. To do this possible, the Government has assigned 250 billion additional rubles of the federal budget. Mr. Mishustin, thanks for your support in making this decision.
The update of airports will improve connectivity in the Russian regions, thus improving its attraction of investment and creating new jobs. This should have a general positive impact, the promotion of the economic growth of Russia and social progress.
In 2024, several projects were completed to modernize the infrastructure of the airfield at the airports of Petropavlovlovsk-Kamchatsky, Kirov and UST-NA. The new tracks were put into operation at Tomsk and Kemerovo airports.
In addition, seven airport complexes with private funds were built and began operating in Tomsk, Magadan, Ulan-Lude, Cheboksary, Voronezh, Stavropol and Khabarovsk.
In 2025, the plan is to complete the update of airfields in Tomsk and Bratsk, as well as the first modernization stage of Arkhangelsk airport.
In January 2025, three new terminals became operational in Novokuznetsk, Tyumen and Petropavlovlovsk-Kamchatsky. This year, it is planned to open new complexes from Blagoveshchensk, Barnaoul and Oenburg airports.

In addition to the Mineralnye Vody Airport, the development of the federal project of a basic aerodromes network visualizes the modernization of the aerodrome infrastructure in Grozny, Makhachkala, Stavropol and Nalchik in the Federal District of the North of Cáucaso. We plan to complete the work at the Grozny airport in Chehenia, which provides for the improvement of airfield and airport infrastructure, and at the Uytash airport in Makhachkala in 2026-2027.
The Mineralnye Vody International Airport, where we are now, is the largest air center in the Federal District of North of Caucasus. The new airline for national airlines will provide a higher level of services to passengers and airlines, complying with the highest international standards.
From 2025, it is projected that the traffic of pins at the Mineralnye Vody airport will grow annually, reaching about 6.5 million passengers per year by 2030, according to our estimates. The construction of the new Terminal in Mineralnye Vody is a stage in a larger update project. The Ministry of Transportation and the Federal Air Transport Agency also plan to modernize its aerodrome infrastructure under a concession agreement until 2028.
