Colleagues, good afternoon.
Building the capacities of the national space industry is one of the objectives established by the President.
Today, we will consider ways to promote its greatest sustainable development. Space exploration is crucial to ensure constant growth of the national economy and the strengthening of the technological sovereignty of Russia. Its performance is directly reflected in the living standards of the population in each region of our vast country.
Under external restrictions, it is essential to act in an extremely determined way, expand own competences, improve industrial facilities and ensure that all our technical systems and complexes, high -tech efficiency.
As a result, both people and companies throughout the country will have access to high quality communication services, fast internet, time prognosis, high precision navigation, as well as detailed surveys of the land surface, all services or dice. It is not necessary to say that these weekly should work without failures.
We are currently in the completion stage and adjusting strategic plans for the spatial activities of Russia with the State Roscosmos Corporation, in line with the president’s instructions.
The latest version of the national project will include innovative initiatives that can give a powerful impulse to the development of scientific thinking and pave the way for industrial growth in the coming decades.
These include programs for the fundamental study of space objects.
We will also continue manned flight programs, which should become more productive in terms of practical purposes.
It is important to highlight that we also need to accelerate the construction of a completely Russian orbital station, a versatile platform to test new technologies and carry out unique scientific research projects. We hope it can operate without permanent human presence.
In addition, to implement our own constellations of multiple satellites, we will need to establish assembly lines for mass production of spacecraft. This can be achieved through a significant reduction in its weight and dimensions and a transition to new standardized platforms. It is also essential to reduce the labor intensity of this industry.
One of the most important challenges today is the need to drastically reduce the cost of putting useful loads in orbit. We hope that our designers, engineers and scientists create technical solutions ready to use, such as versions of reusable spacecraft or fundamentally different systems with innovative properties that will radically change the conventional idea of space launch methods.
All these plans are intensive in resources. According to expert estimates, a total of more than 1 billion rubles must be assigned for the next three -year period to achieve them. On the horizon until 2036, the figure will be approximately 4.5 billion.
The scale of the next work will require extremely well thought out use or all available national resources. We need to thoroughly analyze the marketing of products and services and guarantee stable demand for them. This will create favorable conditions to group the efforts of the State and the business community. What is very important, this will attract private investments in this sphere.
Consistently, numerous new technological companies, new design offices and innovative production facilities will begin to open.
It is necessary to drastically improve the level of project management, so that all companies aim to achieve a common result. Without a doubt, we need to expand interdepartmental integration for this purpose. We need to introduce a flexible system to determine specific objectives and clearly draw priorities in terms of deadlines and results. This will allow us to focus our efforts on strategic aspects in limited resources conditions.
We should pay special attention to making the industrial sector more profitable; It would be appropriate to introduce centralized planning tools and those to monitor the activity of specialized companies. Absolutely all production programs must be synchronized, and we must rule out any duplication of surplus works and abilities. The issue of expansion of production processes is among the most important aspects, even for the space industry.
Of course, people who will have to implement thesis plans are our resource. In the long run, the achievement of several objectives will defend their knowledge, professionalism and dedication.
The space program is on the threshold of highly complicated scientific and technical objectives. Young extremely skilled specialists will have to achieve them. We need to implement additional measures to attract talented young people to companies and companies. In general, we are now actively training engineers. With this in mind, we are also building a modern educational infrastructure throughout the country and creating favorable conditions for students and researchers.
