Mikhail Mishuustin’s opening comments:

Good afternoon, colleagues.

I would like to report recent decisions before we made the problems of our agenda today.

The president has indicated that one of our key priorities is to increase access to specialized and high -tech medical services.

As of this year, substantial funds have been assigned to the legs for this, including more than 3.5 billion rubles for cardiovascular surgeries and complex transplants that use unique methods in federal hospitals. These operations will be carried out for free for the holes of the Mandatory Medical Insurance certificate on the assignment of a doctor.

The government has also assigned approximately one billion rubles to improve the accessibility of these medical services. These funds will pay several hundred surgeries of this child this year. It is a matter of life and death.

Of course, it is essential to do everything necessary through the country to expand people access to advanced medical services to improve and restore their health.

I would like to mention a more signed document. These are the popular republics of Donetsk and Lugansk and the Zaporozhye and Kherson regions.

As the president pointed out, the solution of economic and social problems cannot be postponed; They must now be addressed in the interest of people who live there.

We have prepared amendments aimed at implementing the state program for the efficient use of agricultural land there. They provide the creation of a comprehensive federal skeleton land table for agricultural use. Around the last three years, 73 Russian regions have added his leg, and now the four new regions also have the leg.

Another amendment transmits the creation of a federal land map. It will be used to monitor the state of agricultural land and identify areas through the country that are not used in agriculture.

We will also expand the list of agricultural lands scheduled for a cadastral survey, which will give farmers in all regions of Russia the opportunity to request federal subsidies for this purge.

These measures will help increase production in the National Agricultural Complex, gather in good harvests and, which is also important, to create new jobs in the regions.

Now, to the agenda of today’s meeting.

At the meeting of the State Council focused on family support, the president stressed the need to pay partial attention to future mothers who are students. He instructed that the benefits of maternity for this group were incessant.

The government has prepared the necessary legislative amendments to implement this decision, which we will review today.

According to proposition changes, the amount of payment will be calculated based on the minimum regional subsistence instead of the current stipl -based formula. Consequently, the total support that a woman can receive during the period of 140 days of the so -called maternity license will increase several times, reaching an average of 90,000 rubles throughout the country. The accurate figure will vary according to the specific constituent entity of the Russian Federation.

This federal support for the budget will be available for future mothers registered in higher education, vocational universities, more professional training institutes or scientific organizations.

We anticipate that once presented to the State’s Duma, the bill will quickly complete all legislative stages and will enter the force at the beginning of the new academic year. This measure will provide substantial support to the families of students where mothers choose to balance their professional education with the raising of children.

Today’s agenda also includes multiple elements on regional support.

The main among the thesis is the assistance to the Belgorod region. As the president has repeatedly emphasized, the residents of the border areas will not be neglected by the authorities.

This is particularly critical when it comes to children.

The Government will help this region to the vacation organization for young people living in residential areas where the situation remains challenging.

We will assign around one billion rubles to allow more than 16,000 schoolchildren to pass their summer pauses in youth camps, which allows to recharge their energy while enjoying attractive, active and health promotion activities.

Mr. Siluanov (Go to Anton Siluanov), As the academic year is coming to an end, the thesis funds must be disbursed to the Belgorod region with a delay to ensure that local authorities can end the travel agreements immediately.

Besides,

We continue to provide systematic support for companies in the regions of Kursk, Belgorod and Bryansk through a package of measures that allow companies to maintain production capacities and their own income to maintain their livelihoods.

According to the mechanism of the free economic zone, companies benefit from reduced insurance reductions and tax exemptions, together with subsidies and lease rates of subsidized equipment. These measures allow entrepreneurs to reduce costs and reinvest the capital released in their companies.

In addition, subsidies are paid to organizations in these regions forced to suspend operations due to external circumstances. The Government will assign 620 million additional rubles to compensate for its inactive period costs between January and June of this year, which covers expenses beyond the control of employers and employees.

The largest asset of a company remains its qualified workforce. We trust that these measures will allow companies to retain their staff, thus safeguarding the abilities of continuity and business production.

Here is our next problem.

Last month, we assign resources for a recently final company that operates electrical networks in the popular republics Donetsk and Lugansk, the Zaporozhye and Kherson regions. At that time, we reserve the required assets, so that they can buy construction construction and assembly equipment.

We will now channel about five billion rubles to buy around 100 mobile modular transformers and substations. They will establish an emergency reserve with the most essential team. This will quickly resume energy supplies in case of emergency. In general, this will improve the quality of the energy transmission lines that serve people and companies.

This emergency reserve can be used at any time and, of course, will establish more reliable energy networks in the new regions and facilitate the socio -economic advancement of the thesis of the Russian territories, as well as in that of our country in general.

Let us now discuss the next number.

The summer tourism season will begin very soon. The Government continues to support efforts to expand national tourist infrastructure. This will make incoming tourism more popular among Russian citizens and foreign visitors already long term.

With this in mind, we have written the relevant amendments to the Tax Code. It is suggested that zero VAT rates will be charged in hotels and other accommodation for travelers until the end of 2030. Their owners will be able to optimize the cost of their products and spend resources in improving services or building new capabilities.

We will also increase from two to three billion rubles on the maximum income threshold for public catering companies in which they will be exempt from VAT payments. This groups coffees, bars, restaurants and some other companies.

These decisions will allow the development of the industry. They will do it more dynamic, and this will have a positive impact on the affiliated segments with numerous small and medium businesses. As you know, the tourism industry has the largest multiplier that affects the related sectors. We know this from international practical experience.
